As always: clean first! Don't throw anything into the blue bin that has food waste on it.
NEA's list of recyclable items does not mention pots and pans at all. However 800Super, one of the Public Waste Collectors, has said they are accepted.

Are scratched pans safe?
For almost a decade now, name brand Teflon pans no longer contain the carcinogen Perfluorooctanoic acid (PFOA). So a lot of advice online is that it is safe to continue using them especially if scratches are minimal.
The question for consumers, particularly in Asia, is: do you know where your pan comes from? Has it been manufactured somewhere that doesn't have strong safety controls?
If you don't know the origin of your non-stick pan and can't confirm it was manufactured subject to good safety regulations, it's probably best to stop using it once it is scratched.
